yes, it is an awful mistake, but anyway, I can see nothing so shocking in that, for the fact that actually, he was saying that he didn't know the language. So, if someone who admits that he doesn't know a language, makes a mistake in that language, where's the problem in that?
It would have been worse if he had said that he DID know the language using a sentence like: "I know speak English"
in this case it would have been more than shocking!!!
anyway, "I DON'T KNOW SPEAK ENGLISH" is definately wrong, but not shocking, since the person who said that just put together some words to make himself understood, in order to warn people on his lack of knowledge of the language.
I wrote a neverending, tortuous reasoning, as usual...
