JACKSONVILLE – If the weather had been like this in Philadelphia, the Eagles would have practiced indoors.

"Somebody go get the bubble!" defensive end Hugh Douglas said of the indoor facility at NovaCare center.

Instead, the Eagles braved temperature in the low 40s, a whipping wind and rain under a gray sky for a practice that ran one hour and 15 minutes.

Coach Andy Reid didn’t really consider moving today’s practice indoors. "It would have been (the University of North Florida) gymnasium," he said. "No yard lines, hard floor. It’s no big deal. We’re used to this stuff."

The Eagles reported no new injuries. Wide receiver Terrell Owens (broken leg) and Will (weakside) linebacker Mark Simoneau (ankle sprain) both saw substantial practice time.

"TO got some work. He did good with it," Reid said. "We gave him a little more work than we gave him the last couple of days, and we’ll give him more tomorrow. He’s making progress. We’ll see."

Owens has said repeatedly that he will play on Sunday. He appears on track to do just that.

Simoneau alternated at weakside linebacker with Keith Adams. "Mark did well with it," Reid said. "They’ll all play. But we’ll see how Simoneau wakes up tomorrow with that foot. He was pushing pretty hard on it today."

Although the practice was quick and spirited, the players appeared loose. "They seem upbeat. Screaming at each other, but in a good way," Reid said. "Teasing each other."

Reid, who has a 9-0 record after a bye week, said his team is on the pace he wants. "The guys handle themselves well," Reid said. "We’ve given them a lot of time off here and they’ve used it right."

Patriots defensive lineman Richard Seymour participated in his first full practice Wednesday in six weeks, and moved around well.

“He did everything we asked him to do, so he’s good to go,” Patriots coach Bill Belichick said.

Inisde linebacker Ted Johnson, who sat out practice on Monday, also returned and did not appear to have any problems.

The conditions at Bartrum Trail High School weren’t as bad as feared for the Patriots, in part because the field had been covered with a tarp and in part because Belichick decided to move practice to 9 a.m. from 2:30 p.m. “Players had been on it Monday, so they tried to play with their feet under them a little better,” Belichick said. “We were still slipping on it, but not like Monday.”

Although football coaches often are creatures of habit, Belichick said the switch wasn’t a problem. The Patriots also moved meetings from the morning to the afternoon, and Belichick likened the schedule to a training camp day.

An intermittent drizzle fell during practice. “The forecast was for light rain this morning and heavier this afternoon,” Belichick said. “We went with the forecast and got it in, which I’m glad we did. We don’t have to worry about it now.”

The Patriots, who wore shells and shorts or sweats, were inconsistent during the practice. Quarterback Tom Brady was intercepted and sacked by the scout team. The defense drew the wrath of Belichick more than once. Both units picked up their play in the red zone periods of practice.

“We still have some things to do,” Belichick said. “We’re getting there, but we’re not there yet. We have some more preparation to take care of. The Eagles do a lot. They give you a lot of looks, a lot to work on. So there are a few things to tighten up.”

The Fox broadcast crew of Joe Buck, Cris Collinsworth and Troy Aikman observed the practice, as well as Fox pregame analysts Howie Long and Jimmy Johnson.
